about contest among journalists on issues of ensuring the supremacy
of the Constitution and enhancing the constitutional culture of the society
1. General provisions
The contest on issues of ensuring the supremacy of the Constitution and improving the constitutional culture of the society is held among professional journalists of republican, regional and foreign media, including the Internet media.
1.1. The topic of the contest is “The Constitution of the Republic
of Kazakhstan – a basis for successful modernization of the state and society”.
1.2. The contest is organized by the Constitutional Council
of the Republic of Kazakhstan.
2. The purpose and objectives of the contest
2.1. The contest aims to promote the creative potential of the Constitution of the Republic of Kazakhstan, its role in the formation and strengthening of statehood, modernization of the main spheres of life, the enhancement of the constitutional culture of the society within the framework of the national project ‘Ruhani Zhangyru’.
2.2. Objectives of the contest:
Formation of respect for the Constitution of the Republic of Kazakhstan and its values;
Disclosure of the regulatory potential of the Constitution, its fundamental principles and norms;
Search for ways and means to ensure the implementation of the Constitution, constitutional novels of 2017 and the establishment of the principles of the Rule of Law in the country;
Attracting the attention of the general public to the Basic Law of the country;
Encouraging and stimulating the media involved in the coverage of constitutional values;
Development of specialization among journalists on constitutional and legal issues.
3. The format and conditions of the contest
3.1. Professional journalists registered in the manner prescribed by the law on media, including Internet media are invited to participate in the contest.
3.2. Works and materials actually published from
August 1, 2018 are accepted to the contest.
3.3. Requirements of copyright and intellectual property legislation must be observed during the participation in the contest.
3.4. The media should not specialize in messages and promotional materials.
3.5. No more than 3 works from one author or creative team are accepted
to participate in the contest.
The submitted works must meet the objectives of the contest.
3.6. Nominations of the contest:
Printed press (newspapers, magazines and others);
Internet - media (including news agencies).
3.7. Stages of the contest:
Materials on all nominations should be submitted to the Contest by
August 24, 2019.

Applications (works) will not be returned to authors.
4. Requirements for the content and processing of applications
4.1. The work should disclose the subject of the contest.
4.2. Group works are not accepted to participate in the contest.
4.3. Requirements for registration of applications:
1) Full name of journalist;
2) Place of work, name of the media;
3) Name and copy of the material (or reference to the publication source, output data), region;
4) The number of the contact (cellular) phone, e-mail, postal address.
5. Composition and procedure of work of the contest commission
5.1. The contest commission determines the winners of the contest. The decision of the contest commission is made by the majority of votes.
5.2. When reviewing the work, a member of the contest commission assesses its level, being guided by the following criteria:
1) Disclosure of the subject of the contest;
2) Clear and justified author’s position;
3) Originality and independence of conclusions;
4) Integrity and consistency of presentation;
5) Compliance with the main directions of state legal policy.
6. Summarizing the results of the contest
6.1. The Contest Committee determines the winners of the contest and assigns the first, second and third places in each nomination. The results of the contest are drawn up in a protocol and posted on the Internet resource of the Constitutional Council of the Republic of Kazakhstan.
6.2. Winners of the contest are awarded with diplomas and valuable gifts, their work can be posted on the Internet resource of the Constitutional Council of the Republic of Kazakhstan and other media.
