On August 27, 2021, the International Symposium “The Internet Era: The Rule of Law, the Values of Person, the State Independence”, dedicated to the 30th anniversary of Independence and the Constitution Day of the Republic of Kazakhstan, began its work online.
The event was organized by the Constitutional Council of the Republic of Kazakhstan jointly with the «Astana» International Financial Center.
The International Symposium was opened by the Chairman of the Constitutional Council Kairat Mami, who noted that in any state, independence is a national value. The current Constitution of the Republic has finally formalized the contours of independence and created favorable conditions for the accelerated development of all spheres.
The congratulations of the President of the Republic of Kazakhstan Kassym- Jomart Tokayev was of particular importance. It states that the development of the State takes place on the basis of the Constitution, in full conformity with its letter and spirit. All major achievements on the way of the modern State and civil society are based on the Basic Law adopted by the will of the people. Noting the relevance of the topic of the Symposium, the Head of State emphasized that the scale and speed of digital development pose serious challenges to the international community - to ensure the observance of fundamental human and civil rights and freedoms, protect their legitimate interests, eliminate digital inequality, and preserve the digital independence of society and the state.
Gianni Buquicchio, President of the European Commission for Democracy through Law of the Council of Europe (Venice Commission); Erna Airiyan, Chairman of the Court of the Eurasian Economic Union, and Frauke Bachler, General Director of the German Foundation for International Legal Cooperation also addressed the forum participants with welcoming words.
The work of the Symposium is held in three sessions devoted to issues of digitalization and national sovereignty, guarantees of human rights and freedoms on the Internet, as well as increasing the responsibility of state bodies to society and individuals.
In the first session, the Chairman of the Agency of the Republic of Kazakhstan for Strategic Planning and Reforms, Governor of the “Astana” International Financial Center Kairat Kelimbetov made a presentation and spoke about the role of the AIFC in the digitalization and evolution of the legal system.
Minister of Digital Development, Innovation and Aerospace Industry Bagdat Musin highlighted the country's achievements in digital and technological development.
Leading lawyers from all continents of the world have exchanged experience on the subject, discussed existing problems and ways to resolve them. They represent such international structures as the OSCE, the Council of Europe, the Venice Commission, the World Conference on Constitutional Justice, the EAEU Court, the German Foundation for International Legal Cooperation, the German Society for International Cooperation, the International Union of Lawyers and others.
Speakers are the Presidents and Judges of the constitutional justice bodies of Azerbaijan, Algeria, Armenia, Bangladesh, Belarus, Bulgaria, Germany, India, Indonesia, Jordan, Korea, Kyrgyzstan, Latvia, Malaysia, Morocco, Moldova, Romania, Serbia, Tajikistan, Turkey, Uzbekistan, Ukraine, France and other countries. The participants also included the Heads of Kazakhstan’s State bodies and well-known legal scholars.
The International Symposium is the culmination of the mission of the Constitutional Council of Kazakhstan as the President of the Association of Asian Constitutional Courts and Equivalent Institutions. At the end of the event, the organization's flag will be handed over to the Constitutional Court of Mongolia.
The guests of the forum congratulated the people of Kazakhstan on the anniversary of Independence and expressed their sincere gratitude to the Constitutional Council of the Republic of Kazakhstan for the successful holding of the Symposium and the Presidency of the Asian Association.
