Nursultan Nazarbayev 

Life-long member of the Constitutional Council of the Republic of Kazakhstan

Was born on July 6, 1940 in the village of Chemolgan of Kaskelen district of Almaty region.

CAREER

In 1960-1969 N. Nazarbayev worked at the Karaganda Metallurgical Plant.

In 1967 he graduated from the higher technical educational school at the Karaganda Metallurgical Plant.

PARTY ACTIVITY

N. Nazarbayev was the exemplary production worker and was greatly respected among the colleagues. New perspectives opened up for the future President so N. Nazarbayev started his party and social activity in 1969.

1969-1973 — in the Party and Komsomol blocks in Temirtau, Karaganda region.

1973-1977 — the Party Secretary of the Karaganda Metallurgical Plant.

1977-1979 — Secretary, Second secretary of Karaganda regional party committee.

1979-1984 — the Secretary of the Central Committee of Communist Party of Kazakhstan.

1984-1989 — Chairman of the Council of Ministers of the Kazakh SSR.

1989-1991 — the First secretary of the Central Committee of Communist Party of Kazakhstan. At the same time in February-April, 1990 — Chairman of the Supreme Council of the Kazakh SSR.

PRESIDENCY

On April 24, 1990, the Supreme Council of the Kazakh SSR elected Nursultan Nazarbayev as the President of the Kazakh SSR.

On December 1, 1991, the first general elections of the President of the Republic were held in which N.A. Nazarbayev received the support of 98.7 percent of voters.

On April 29, 1995 through the people’s referendum, the presidential term was extended to 2000.

On January 10, 1999 he was elected the President of the Republic of Kazakhstan on an alternative basis being supported by 79.78 percent of voters.

On December 4, 2005 N. Nazarbayev was re-elected as the President of the Republic of Kazakhstan by receiving 91.15 percent of votes.

On June 14, 2010 N. Nazarbayev was formally granted the status of the First President of the Republic of Kazakhstan — Leader of the Nation. 

On April 3, 2011 he was re-elected as the President of the Republic of Kazakhstan receiving 95.5 percent of votes.

In the elections held on April 26, 2015, N.Nazarbayev has won by receiving 97.75 percent of votes.

Chairman of the Constitutional Council 

By the Decree of the President of the Republic of Kazakhstan dated December 11, 2017, Kairat Abdrazakuly Mami was appointed as Chairman of the Constitutional Council of the Republic of Kazakhstan.

Mami Kairat Abdrazakuly was born on May 9, 1954 in the Alma-Ata region.

He is married and has two daughters and the son.

He graduated from the Faculty of Law of KazSU named after S.M. Kirov (1981). Judge of the highest qualification class (2002), State Counselor of Justice of the 1st class (2010), Doctor of Law, Professor.

He worked as a judge, deputy Chairman and Chairman of the Guryevsky (Atyrau) regional court (1981-1990), a member of the Supreme Court of the KazSSR (1990-1993), Chairman of the Alma-Ata City Court (1993-1995).

He headed the Board of Criminal Cases of the Supreme Court of the Republic of Kazakhstan (1995-1999). He served as Chairman of the Supreme Court of the Republic of Kazakhstan (1996). He held posts of the Vice Minister of Justice of the Republic of Kazakhstan, head of the State Legal Department - Deputy Head of the Presidential Administration of the Republic of Kazakhstan (1999-2000).

Since 2000 - the Chairman of the Supreme Court of the Republic of Kazakhstan.

Since 2009 - the General Prosecutor of the Republic of Kazakhstan.

Since 2011 - the Chairman of the Senate of the Parliament of the Republic of Kazakhstan.
In 2013, he was again appointed as the Chairman of the Supreme Court of the Republic of Kazakhstan.

He was the co-Chairman of the Council of Chairmen of the Supreme Arbitration and Common Courts of the CIS, a member of the Plenum of the Economic Court of the CIS, the World Association of Lawyers, the Chairman of the Interparliamentary Assembly of the Eurasian Economic Community.

Under his leadership, the Constitutional Law "On the Judicial System and Status of Judges of the Republic of Kazakhstan", the laws "On the Supreme Judicial Council of the RK", "On Enforcement Proceedings and Status of Bailiffs", "On Arbitration Courts", "On Prosecutor's Office", "On Law Enforcement service” and normative decisions of the Supreme Court on topical issues of law enforcement practice of courts.

He took direct part in the development of legislative acts and the introduction of norms related to judicial authorization, as well as the creation of specialized economic, juvenile courts and jury trials.

Being the Prosecutor General of the Republic of Kazakhstan, he ensured the improvement of the quality of the law enforcement system. Initiated the creation of the Kazakhstan Association of Prosecutors, which is currently a full member of the International Association of Prosecutors.

The result of his scientific research, based on years of judicial experience, was the publication of six monographs, more than a dozen scientific papers related to the formation and development of the judiciary system and the judiciary authority in Kazakhstan.

He was awarded the honorary title of "Құрметті судья" ("Honorary judge), as well as breastplates "Үш bi"" ("Three bies"), departmental medals "Сот жүйесінің құрметті қызметкері" ("Honored Worker of the Judicial System"), "Мінсіз қызметі үшін" ("For impeccable service").

As a result of the annual republican contest "Politician of the Year", K. Mami was named the most competent politician (2008).

At present he is the Chairman of the Constitutional Council of the Republic of Kazakhstan.

Daulbaev Askhat Kayzullaevich

He was born on November 22, 1962 in the city of Aktobe, Kazakh SSR.

After graduating from high school he became a worker in the production association “Dynamo”.

From 1981 to 1983. Served in the Armed Forces of the USSR.

After the end of his service he entered the judicial and prosecutorial faculty of the Sverdlovsk Law Institute.
In 1987 he graduated with honors and was sent to the prosecutor’s office in Kazakhstan. Worked as an intern, investigator, assistant and senior assistant to the prosecutor of Oktyabrsky district of Almaty.

Since 1990, he was deputy prosecutors in some districts of Almaty, and also served as district prosecutor.
In 1992 he was appointed head of the general supervision department and a member of the board of the Prosecutor’s Office of Almaty.

1994 - Deputy Chairman of the Arbitration Court of Almaty, Head of the General Supervision Department of the General Prosecutor’s Office of the Republic of Kazakhstan.

1997 - Vice Minister of Justice of the Republic of Kazakhstan, Chairman of the Qualification Board of Justice.

1999 - Vice-President - Chief Administrative Officer of OJSC Kazakhtelecom. In the same year he was elected to the Majilis of the Parliament, he headed the permanent commission on legal issues in the CIS interparliamentary assembly and the deputy group on judicial and legal reform Adilet.

From January 2001 to April 2011. - Deputy General Prosecutor of the Republic of Kazakhstan.

He was born on May 27, 1956 in the city of Alma-Ata.

Graduated from the Faculty of Law of the Kazakh State University named after S.M. Kirov.

He began his career as an assistant, senior lecturer of the department of state law and Soviet construction, deputy dean of the law faculty of the Kazakh State University named after S.M. Kirov, Associate Professor of the Department of State Building and Law of the Almaty Institute Political science.

Worked as a referent, senior referent of the State Legal Department of the Office of the President and the Cabinet of Ministers of the Republic of Kazakhstan, judge of the Constitutional Court of the Republic. From June 2000 to March 2003 he worked as the Chief Inspector, Deputy Head of the State and Legal

Department of the Presidential Administration Republic of Kazakhstan.

2001 - 2003 - Chairman of the Qualification Collegium of Justice of the Republic of Kazakhstan.

Since March 2003, he was appointed as first vice-minister of justice.

In December 2005, by a presidential decree, he was appointed deputy of the Senate of the Parliament of the third convocation. During the period of deputy activities, he was elected Chairman of the Committee for Regional and Sectoral Development and was a member of the State Commission on the division of powers between levels of state administration and improvement of intergovernmental relations.

From February 22, 2008 to May 2017, he held the post of First Deputy Prosecutor General. Has a class rank of the state adviser of justice of 2 classes. He is an honorary worker of the Prosecutor’s Office of the Republic of Kazakhstan.

By the Decree of the President of the Republic of Kazakhstan No. 480 of May 17, 2017, Merkel Johan Davydovich was appointed as member of the Constitutional Council of the Republic of Kazakhstan.

He began his career as an investigator at the Department of Internal Affairs of the Leninsky District the city of Karaganda and served in the Interior Ministry of the Ministry of Internal Affairs of the USSR - the Ministry of Internal Affairs of the Kazakh SSR since 1977 to 1986, including as a senior lecturer, head of the department Karaganda high School of Ministry of Internal Affairs of the USSR.

Mukashev R.Zh. Has a great practical experience of deputy activity. In the period since 1990 to 1995 was elected a deputy of the Supreme Council of the Republic of Kazakhstan XII and XIII convocations.

In 1995 he worked in the Presidents Administration as deputy head of the department of law security, order and judicial reform, in 2006-2007 he was the Chairman of the Republic of Kazakhstan Presidency in the Parliament of the Republic of Kazakhstan.

Since 1995 to 1997, he headed the organizational and personnel department of the State Investigative Committee of the Republic of Kazakhstan.

From May 2005 to March 2006, he held the post of First Vice-Minister of Justice, then Chairman of the Committee on Intellectual Property Rights.

In March 2012 at the Republican congress of lawyers was elected Chairman of the Republican Public Association “Kazakhstan Union of Lawyers”.

He is the member of the Council in the right politics under the President of the Republic of Kazakhstan.

He was a member of the Working Group on the redistribution of powers between branches of state power (2017).

By Resolution of the Senate of the Parliament of the Republic of Kazakhstan No. 150-VI of May 26, 2017, Mukashev Rakhmet Zheldybaevich was appointed as member of the Constitutional Council of the Republic of Kazakhstan.

In 2007-2010 she studied at the doctoral studies department of Theory and History of State and Law of the Kazakh Humanitarian Law University. In 2010, she defended her thesis for the degree of Doctor of Juridical Sciences on the theme «Қалмақ хандығының саяси құрылымы жəне құқықтық жүйесі (1664-1771 жж.».

In 2012 she graduated from the Karaganda Economic University Kazpotrebsoyuz, specializing in Economics.

By a Resolution of the Senate of the Parliament of the Republic of Kazakhstan No. 657-VI PS on March 12, 2020, Shapak Unzila is appointed a member of the Constitutional Council of the Republic of Kazakhstan. 

By Decree of the President of the Republic of Kazakhstan № 289 of March 16, 2020 the member of the Constitutional Council U.Shapak has been appointed Republic of Kazakhstan substitute member of the European Commission for democracy through the law (Venice Commission).

She is the author of textbooks and more than a hundred scientific articles on the theory of state and law, the history of the state, and the law of foreign countries.

In 2001, 2009 she was awarded with the Certificate of Honor of the Minister of Education and Science of the Republic of Kazakhstan, in 2002 and 2010 - Honorary Diplomas of akims of the city of Karaganda and Astana.
In 2010 she became the winner in the nomination “The Best Associate Professor of the Year” in the group of specialties “Law” of the Republican educational and methodical section at the Ministry of Education and Science of the Republic of Kazakhstan.

She was awarded with the jubilee medals “15 years of KAZGUU”, the medal “For the great contribution to work”, “20th anniversary of Constitution of the Republics of Kazakhstan “.
