On July 1, 2020, the online presentation of the book "The role of the First President of the Republic of Kazakhstan in the constitutional construction of independent Kazakhstan: lessons of Elbasy" was held.
It was organized by the Сonstitutional Council and Nursultan Nazarbayev Foundation.
The book was prepared for the anniversary of the First President of the Republic and published as part of the National action plan for the 25th anniversary of the Constitution of the Republic of Kazakhstan. It tells about the outstanding role of the First President in the preparation and implementation of the Basic Law, building a modern political and legal system of the country.
Opening the presentation, Chairman of the Сonstitutional Council K. Mami noted that the decision to elaborate a new Constitution in 1995 was one of the courageous decisions of the First President of the Republic. The subsequent approval of the Constitution in a referendum on 30 August gave it the highest legitimacy. The strategy of Elbasy and the will of the people of Kazakhstan merged into a single whole. A quarter of a century has shown the effectiveness and progressiveness of the Constitution of the Republic of Kazakhstan. All the success of independent Kazakhstan is rooted in its high quality, loyalty to the values proclaimed in it, which meet the aspirations of the majority of the country's citizens, the speaker noted.
According to the program, representatives of the author's team-the Deputy executive director of Nursultan Nazarbayev Foundation I.Rogov, member of the Constitutional Council V. Malinovsky and director of the research Institute of legal policy and constitutional legislation of KAZGUU University S. Udartsev made speeches.
In his speech, I.Rogov said that the entire recent history of constitutional construction in the country is inextricably linked with the name of Nursultan Nazarbayev, who is the founding Father of modern Kazakhstan, its political and legal system.
The book was highly evaluated by an international expert, former President of the Constitutional Court, and Minister of justice of Georgia, George Papuashvili.
The participants of the presentation were united in the opinion that the activity of the First President of the Republic is of crucial importance in all components of Kazakhstan's constitutionalism. The strategy of Elbasy is aimed at establishing Kazakhstan as a democratic and legal state.
The presentation was attended by members of the Constitutional Council, heads of state structures of Kazakhstan, as well as well-known domestic and foreign public figures and scientists.
The book will be available in the libraries of the country and on the websites of the Constitutional Council and Nursultan Nazarbayev Foundation.
